Delhi petrol: ₹102.12 a litre (4 November 2026). Indian Oil build-up, 1 Nov 2026: ₹81.06 to dealer + ₹4.47 commission + ₹16.59 VAT.
📌 Key points
- Delhi petrol: ₹102.12 a litre (4 November 2026).
- Indian Oil build-up, 1 Nov 2026: ₹81.06 to dealer + ₹4.47 commission + ₹16.59 VAT.
- VAT on petrol in Delhi: 19.40% (PPAC); on diesel 16.75% plus ₹250/KL air ambience charge.
- Central excise on petrol: ₹11.90 a litre (Lok Sabha, 6 August 2026).
- Gurugram ₹102.97 and Noida ₹101.96 on the same day.
What does the Indian Oil build-up show for Delhi?
The first line, the price charged to dealers, bundles the refinery and marketing cost, freight to the depot, the oil company's margin and the Union excise duty. A Lok Sabha reply on 6 August 2026 confirmed that petrol excise is ₹11.90 a litre after the March 2026 cut.
Next the pump owner's average commission of ₹4.47 is added. Delhi then charges VAT on the dealer price and the commission together: 19.40% of ₹85.53 gives the ₹16.59 shown on the sheet.
How is Delhi's diesel price built?
For diesel, PPAC lists Delhi at 16.75% VAT plus an air ambience charge of ₹250 per kilolitre, a lower rate than on petrol.
Diesel was ₹95.20 in Delhi on 4 November 2026, so the gap between the two fuels in the capital is ₹6.92 a litre.
Why do Gurugram and Noida pay a different price?
Cross a border and the tax rule changes. PPAC lists Haryana at 18.20% or ₹14.50 a litre, whichever is higher, plus a 5% additional tax on VAT, and Uttar Pradesh at 19.36% or ₹14.85 a litre, whichever is higher.
That is why petrol was ₹102.97 in Gurugram and ₹101.96 in Noida on 4 November 2026, against ₹102.12 in Delhi.
What should Delhi car and bike buyers take from this?
A ₹1 change in the dealer price moves Delhi's pump price by about ₹1.19, because VAT is a pure percentage. Watch crude oil news, not just budget announcements.
Before buying a used petrol or CNG vehicle, run the monthly fuel cost through a calculator and compare it with the asking price.
